The actual endorsement count so far (that is through the first four months of) this fiscal year 2019 is 9,044. If we compute the expected endorsement volume using the related (remembering the rule of thumb four month lag rule) case number assignments and annualized, modified conversion rate, we get about 11,800 endorsements. Knowing that the federal government shutdown could have delayed about 2,756 endorsements, one begins to see the approximate picture for endorsements in fiscal 2019. It seems as if this fiscal year will end up with about 36,000 endorsements resulting in what should be about a 25.6% drop in endorsements when compare to the 48,359 endorsements for fiscal 2018.
